Additional Arrests From Medical Lake Gun Thefts

On September 17, 2012, a homeowner on Wilcox St. in Medical Lake had twenty-one firearms stolen from his residence. Since this crime, the Spokane County Sheriff's Office Investigative Task Force (ITF) and Investigative Support Unit (ISU) have made multiple arrests and located several of the stolen firearms.
 
During the first week of November, 2012, a Spokane resident told Sheriff's Office ITF and ISU investigators that he had purchased two of the firearms that were taken during the September 17th burglary. This subject said he took the firearms to Lewiston when he found out they had been stolen because he was scared and did not know what to do. He also told investigators a short time after the purchase, 24-year-old Scott Damon and 21-year-old Brad Kelly came to his residence, assaulted him with a firearm and demanded the two weapons back. Both weapons have since been recovered by Sheriff's Office investigators.
 
On November 18, 2012, a Spokane County Sheriff's Deputy assigned to Medical Lake saw Damon driving in Medical Lake. The deputy knew Damon's' driving status was suspended, confirmed this through dispatch and stopped Damon's vehicle. After Damon was placed in custody for driving on a suspended license, deputies located a sawed off shotgun in his vehicle. Damon was arrested for Possession of a Sawed-Off Shotgun, Unlawful Possession of a Firearm and Possession of a Controlled Substance, methamphetamine.
 
On November 21, 2012, Kelly arrived at Medical Lake Municipal Court for a court date involving a previous weapons violation. Kelly was arrested for the crimes he and Damon committed the first week of November which included 1st Degree Robbery, 1st Degree Burglary and 2nd Degree Assault. Damon was charged with these crimes as well as the additional charges from the traffic stop. Both remain in Spokane County Jail at this time.

 

Detectives Investigating Three 22-Year-Old Homicide Cold Cases

The Spokane County Sheriff's Office and Spokane Police Departments Major Crimes Detectives are combining their resources into three cold homicide cases. These homicides occurred in February, March and May of 1990 and have been unsolved for the past 22 years. Recent scientific evidence provided to investigators has allowed for significant advances in these investigations, and we are asking the community for help.
 
On February 22, 1990, 26-year-old Yolanda Sapp's body was discovered in the area of 4100 E. Upriver Drive. On March 25, 1990, 34-year-old Nikkie Lowe's body was discovered at 3200 East South Riverton underneath the Green Street bridge. On May 15, 1990, 34-year-old Kathlene Brisbois' body was located on the west side of the Spokane River near Trent and Pines in Spokane Valley. All three women were shot with a small caliber handgun.
 
Detectives have identified a "person of interest" in this investigation, as 60-year-old Douglas R. Perry. Perry was between 37 and 38 years old at the time of the homicides.
 
Detectives would like to speak with any known associates of each of the three victims, as well as anyone who may have had contact with Douglas Perry during the late 1980's to early 1990's. In particular, detectives are searching for anyone that may have purchased a firearm from Perry, during this period of time.
 
 
 

Would Be Burglar Would Be Charged

On Wednesday evening, November 14, 2012, at 10:30 p.m., Spokane County Sheriff's Deputies responded to a silent alarm at Pattison's North located at 11309 N. Mayfair Road. Although the alarm was silent, audio from inside the business sounded like something being drilled.
 
The first deputy to arrive on scene and approached the business and.he could see a male holding a German Shepherd yelling "get on the ground or I'll shoot".
 
As the drputy approached the individual he saw the man, who was the owner of the business, holding a pistol in his hand. The deputy ordered the owner to drop the gun and control his dog. The owner complied and the deputy secured the weapon.
 
The owner told officers he was yelling at a guy that climbed out from under the building holding a chainsaw. He said the man ran to the west of the building and described the suspect, later identified as 41-year-old Joseph Sica, as a male wearing dark clothing and a heavy coat.
 
A deputy and the owner walked around the business other deputies on scene checked the immediate area. One deputy located a truck, registered to Sica, parked in the south end of the parking lot that was still warm to the touch on the front hood.
 
While searching the area around the business, the owner told offciers he heard someone jump a cyclone fence on Falcon Road near the business. After clearing several yards in the area deputies turned back towards the business.
 
As a deputy and the owner approached the business, a male subject matching Sica's description was walking in the area. The depputy asked Sica what he was doing and Sica told him he heard a guy yelling and came over to see what was going on.
 
While speaking with Sica, the deputy noticed he was sweating profusely even though it was a cold night. He also noticed the knees on Sica's pants were wet as if he had been kneeling on the wet ground.
 
Due to these circumstances deputies detained Sica. The business was cleared with the assistance of a Spokane Police Department K9 unit and Sheriff's Deputies. While searching the business, deputies located a hole cut in the floor with a wide blade cutting tool similar to a chain saw.
 
Sica he was placed under arrest for 2nd Degree Burglary. Sica's response was "but I didn't get in".

SPOKANE VALLEY | Police Searching for Female Shooting Suspect

 
Spokane County Sheriff’s detectives are investigating a robbery and shooting that occurred Sunday November 11th in the Spokane Valley.
 
This incident was reported by the male victim who called Spokane County 911 around 11:40 a.m. Sunday morning. He stated he had been shot and was on his way to the hospital for medical treatment.
 
Spokane Valley Sheriff’s deputies contacted the victim at the hospital and a short time later, they located the scene where the shooting took place in the area of South Bates Drive and Bates Court.

The incident appears to have started when the suspect, identified as 24-year-old Crystal L. Abad called the victim and asked to borrow some money. The victim agreed to meet Abad in the area of 10th and Pines Avenue. Abad arrived at the location as a passenger of what is believed to be an early 2000s Gold Jeep Cherokee or Laredo with an unidentified male driver. The victim reportedly had his money in his hands when Abad reached out and grabbed all of it. She jumped back into the Jeep and the male drove away.
 
The victim began following the Jeep as he called Abad. She agreed to stop and the Jeep pulled over in the area of South Bates Drive and Bates Court, just east of Bowdish Rd. Abad and the victim exited the vehicles and Abad pulled out what is believed to be a small caliber handgun and shot the victim. She returned to the Jeep and the unidentified male drove away again.
 
The victim sustained a non-life threatening injury from one gunshot to the area of his shoulder. Abad and the victim are known to each other and the investigation into this incident is ongoing. Abad is described as a white female with a dark tan, 5’04”, 130lbs with brown hair and brown eyes. She was last seen as a passenger in what is believed to be an early 2000s Gold Jeep Cherokee or Laredo with a possible broken rear taillight lens covered with red tape.
 
Detectives are asking for the public’s help with locating Abad or her unidentified male driver. If you know where Abad is, happen to see her or have any information about this incident, please call Crime Check immediately at 509-456-2233. Do not approach Abad as she may still be armed.

SPOKANE VALLEY | Home Burglary Nets Stolen Firearms

On Wednesday evening, November 7, 2012, Spokane Valley Sheriff's Deputies responded to the 2600 block of North Park Road for residential burglary. When the homeowner arrived home from work he found six firearms and jewelry missing. While the deputies were conducting their investigation they learned that the grandson of a neighboring residence may have taken part in the burglary. Deputies spoke with the grandson but dthey were unable to develop enough evidence to implicate him at that time.
 
The next morning,  Spokane Valley Sheriff's Deputies responded to the area of Trent and Park. Witnesses said two males appeared to be prowling the area and appeared suspicious. When deputies arrived on scene they located the grandson from the night prior attempting to hide from them.
 
The grandson was detained and interviewed by Spokane Valley Detectives about the burglary the night prior. He told investigators he was at the burglary the night prior along with 25-year-old Seth Stensgar and 28-year-old Grant Brough. The grandson said Stensgar was with him in the morning prowling the area of Trent and Park but fled the scene prior to deputies arriving.
 
The grandson said Stensgar fled the scene in a newer, silver or gray Nissan Altima with Montana license plates. He said he had not seen Brough that morning but provided an address where he lived.
 
Detectives responded to Brough's residence near the 2100 block of West Fairview. When they arrived on scene, Brough exited the residence and left in a vehicle. Detectives attempted to initiate a traffic stop on Brough. Brough fled the scene and a short vehicle pursuit ensued.
 
Brough ran from his vehicle near the area of Euclid and A St. and several units attempted unsuccessfully to locate him in the area. Detectives did locate a female subject that remained in the vehicle Brough ran from.
 
Later Thursday evening, the Spokane County SWAT Team served a search warrant at Brough's residence. Brough was not located but a stolen vehicle was located at the residence. Two of the stolen firearms have been located since the burglary.
